Why alienation is the best mode of disposal of State Land?

Below are reasons why alienation is the best mode of acquiring a land:
- Proprietor gets the title to the land, this resembles ownership in law,
- Period of ownership is long, Leasehold of 60 or 99 years or Freehold or perpetuity,
- With the title issued in proprietor's name, the ownership is certain in law, and thus able to develop, invest or charge for bank financing,
- With the title ownership, any future acquisition under the Land Acquisition Act, compensation as a way of settlement is recognized by law,
- As title is issued to the proprietor, the land is able to be transacted to a third party. Of course, the land has to be free from encumbrances, e.g. expressed restriction in interest as issued in the title.
